LEGITIMULT Final Conference, 3-4 September 2025

The LEGITIMULT research consortium, led by EURAC Research and the Institute of Federalism of the University of Fribourg, is proud to invite policymakers, scholars, and practitioners to the Final Conference of the LEGITIMULT project, a Horizon Europe initiative dedicated to exploring legitimate crisis governance in multilevel systems.

Over the past three years, LEGITIMULT has examined how federal and multilevel systems respond to crises—most notably the COVID-19 pandemic—while maintaining democratic legitimacy, effective coordination, and public trust. Now, as the project reaches its conclusion, we’re gathering in Brussels to share findings, reflect on key insights, and look ahead to the future of crisis management in Europe and beyond.

Over two engaging days, the conference will feature discussions on:

🔹 Trust and legitimacy in emergency governance
🔹 Lessons learned from COVID-19 for multilevel systems
🔹 Policy recommendations for future crises

This is more than a research summary—it’s an opportunity to connect theory with practice, to exchange ideas, and to contribute to shaping resilient and legitimate governance for tomorrow’s challenges.
