Based on a review of the literature on crisis management in federal and other multilevel systems, this contribution discusses the advantages and disadvantages of decentralisation and intergovernmental coordination when it comes to the management of external shocks. It then focuses on the de/centralising effects of the pandemic and presents examples from different countries to highlight variations in responses across different multilevel systems.
