How have multilevel governance institutions and intergovernmental relations developed during the Covid-19 pandemic?
DESCRIPTION
Municipalities, cities, regions, and countries have all been heavily involved in government policy during the Covid-19 pandemic. They organized the vaccination of citizens, they decided when wearing face masks was mandatory, and they made sure that schools, shops, and public institutions closed during periods of high infection rates. WP1 develops a data set that traces how subnational governments have been involved in the decision-making and implementation of Covid-19 measures in 31 European countries. This enables an analysis on how subnational
governments have impacted the Covid-19 measures and whether their involvement influenced the democratic quality of crisis governance.
